THE controversial Digital Economy Bill (DEB) is set to become law within days despite a vigorous online campaign against it.
The bill, backed by the film and music industries, aims to crack down on online copyright infringement.
The Government says the bill could save thousands of jobs by ensuring the creative industries do not miss out on millions of pounds of revenue.
But the bill faced huge criticism for measures designed to stop piracy, including rules that could see people’s internet connections cut off for suspected copyright infringement.
The bill passed its second reading in the Commons on Wednesday night and will become law within days. Because it was rushed through Parliament in the “wash up” before the General Election, critics also say the bill has not been properly debated.

INTEGRATING Liverpool docks and the Manchester Ship Canal for the first time will create a phenomenal transport and economic asset, claims Mersey Ports boss Gary Hodgson.
Mr Hodgson, Mersey Ports managing director, rejected all criticism that investing in the Manchester Ship Canal (MSC) would damage Liverpool’s maritime trade.
The new £400m Port Salford at the MSC terminus, Port Wirral and other interchanges on the 36-mile canal instead would boost Liverpool trade.
Peel Ports is poised to start work on its £200m Post-Panamax double river berth in 2011 to take bigger ships.
“We think next year will be right, but economic conditions will decide,” said Mr Hodgson.
“People do not realise how important this is to the city.

In Florida, the latest jobless report showed a similar pattern for February. Employers paid for the first statewide job gains in two years, but the jobless rate climbed to 12.2 percent, the worst number since the records were first compiled in 1970.
Though employers are finally adding jobs in a sign that the economic recovery is gaining momentum and healing the employment market, they are mostly replacing people as they leave. That is only gradually bringing the work force up to match rising orders or sales, experts said.
As that activity level filters down to discouraged workers, many start looking for a job again, sometimes for the first time in more than a year. Those people coming back into the job search keep the unemployment rate up.
“The second that discouraged worker applies for a job, she is now by definition an unemployed worker. So that is what is going on here,” said Heidi Schierholz, an economist at the Washington-based Economic Policy Institute.
